I'm sorry to contradict so flatly, but this is untrue. Both Bell and
Telus will work with Windows Mobile phones which are perfectly accessible.
Indeed, I'm using one now and recently switched to Telus while dumping my
landline as well as my Rogers service. Both Telus and Bell have quite a few
accessible phones, including the HTC s720, HTC 6800/P4000, Motorola Q
series, PPC 6700, and so on. In fact, if you're going to buy a phone from a
provider, both Bell and Telus have more accessible phones than Rogers does.
What you may have meant is that Rogers is the only service to
subsidize an accessible phone. This is true, but I would argue that their
subsidy is hardly worth taking. The phone they're subsidizing, the Nokia
6682, is quite old, development of screen readers is no longer happening for
it, and their only reasonable price can be obtained by signing a three year
contract which means you're stuck with service from them regardless of your
needs for the next three years unless you'd like to pay to terminate the
contract.
Finally, you say that you can't buy unlocked phones for Bell or
Telus. This is certainly true with Telus. Telus, for policy and not
technical reasons, will not allow non-Telus phones on their network.
Further, they will not allow Telus phones to leave their network. Therefore,
buying a phone off Ebay or anywhere else, is useless so long as the phone is
not a Telus branded phone. However, Bell will, according to their customer
representatives, activate phones on their network from other providers.
Therefore, unlocked phones, like those sold by Verizon, should be usable on
Bell's networks. The phones must, of course, be CDMA, as Bell is a CDMA
network.

Ironicly enough, in Ottawa and surrounding area, I get far better
coverage with Rogers than people using Bell and Telus. Also if it's
