No you do not need to contact AT&T. All you have to do is to move the Sim chip from your old phone 
to the new N82. Witch it sounds like you have already done.

The Packet Data has nothing to do with Talks being activated. The Packet Data Icon will not show up 
unless you are connected to the internet. Your phone is probably set to have the Packet data Icon to 
show up when needed over When Available. The When Needed uses less battery power being the phone is 
not checking to see if a cell tower is available for internet service.
