Joe,

No, it doesn't.  Cell phone manufacturers who sell their products in the 
United States are required if it can easily be done to incorporate voice 
output features in all their phones.  If you have no interest whatsoever in 
paying for access, then insist with the manufacturer for the basic package 
of access features as identified in the AFB "sweet 16" list.  For a little 
work, affordable cell hone access is achievable and obtainable.
