at&t and mobile speak question

Hi all,
I want to purchase the black jack 2 phone along with mobile speak.  At&t 
disability group tells me they have not been approved by code factory to put 
mobile speak on the black jack 2 but they can put it on the black jack 1.  I 
do not want the black jack 1.  They will not install mobile speak on this 
phone, however, if I purchase the phone from the store and call them they 
will submit a request for license for Mobile Speak to get me a code after I 
have downloaded Mobile Speak and installed it on the phone.  I have no 
sighted assistance to help with this installation.  Does anyone know if code 
factory has really not given approval to At&t to install Mobile Speak on the 
black jack 2?  Any help you can offer is appreciated.  I would like to get 
this phone today because they say the rebate time is running out.
