suggestion on a wifi phone

Thanks Stephen.
I am currently using TMobile on my nokia 3230. So sim is not an issue. I am 
looking for suggestions on a wi-fi enabled phone (brand and model) that is 
not a rip off.
A phone that accepts third party softwares like skype or true phone; and is 
Inexpensive, reliable and accessible.
