Many places sell Symbian based phones. Your best bet would to be a search for the phone that you 
want. Example: using google, you could look for "N73 price" or some other phone model. If you are in 
the USA, you can also check out NokiaUSA.com www.nokiausa.com or LetsTalk www.letstalk.com for 
phones. Like I have said; You can find many other places that have phones that are sold as well.

As far as who carries the licenses? I'm assuming you are talking about a screen reader license for 
either Talks or MobileSpeak.
