Announcing a Low Traffic List for Accessible Phone Info

I guess my point is that it should be something like with other venues where 
there is an announce and a discussion list.  There is a choice or folk can 
sign up to both.  the reason for the announce list is traffic.  it should 
not be necessary though to sign up for the announce list if you are on the 
discussion list so therefore, announcements should be posted to the 
discussion list.
