Announcing a Low Traffic List for Accessible Phone Info

Neil,
it will be another list we have to unsubscribe from when we go away
and re subscribe on our return.
So like David, I also think it would be good to see such
announcements on this list.
There are already three phone lists that I know of, probably more.
