You could use Sound Forge or any sound editor. That's how I've created all
of mine.

Or alternatively, it's pretty easy to make your own since the phone will use
files in MP3 and other formats as ring tones.

It sounds like you are out of luck as far as being able to download Ring
tones from the AT&T site. 
You will need to find and use another site. Use Google and look for ring
tones and you will find 
many sites.
