TALK NAV GPS?

What is a package of Talks and Way Finder? Is Talks the one subsidized by
AT&T? Are these programs compatible with Smart Phones? Does Way Finder use
true GPS or some cellular tower type of location? Can anyone who has used 
Way
Finder tell me if they found it accurate enough to locate cross roads in an
area without side-walks or curbs. I use a Guide Dog.
This is a lot of questions. However, I am sure that the program package is
expensive and I would hate to make a mistake.
Any help will be greatly appreciated.
