Lauren,

the stipulation that you must be able to access all menus independently and 
be able to both send and receive text messages using speech output will set 
you back at least several hundred dollars when the combined cost of phones, 
software, and service contracts is all added up.  Affordable cell phone 
access focuses on the placing and receiving of voice telephone calls.  some 
phones with built-in voice access offer the reading of text messages, so 
things like the daily weather forecast and instant weather alerts are 
accessible and available now.  Going the affordable voice access route 
might result in a free phone if you are interested in spending a small 
amount of time asserting your rights.
