A question about sending text messages with my sixty six twenty

Hi my brother had a Samsung blackjack which broke. He sent it in to the
manufacturer for repairs. I let him borrow my sixty six twenty which I got
through ATNT with talks already installed on it. The only problem is now the
phone no longer will send text messages. It will receive them fine but when
ever he tries to send them it will say that it sent the text message but in
fact the message still remains in the outbox. It will say the number of the
person who he is trying to text and the words resend at so and so time. We
looked in the message senders and called ATNT without any change. The phone
used to be able to send text messages because I've been able to text people
on it before. My brothers previous phone allowed him to text people so it is
not a problem with the sim. The phone is still tied to the ATNT network
because I've tried my friends t mobile sim in it. Any help would be much
appreciated thanks.
